PALMER
NAMED STATE CAPITAL GROUP CHAIR;
NEW BOARD MEMBERS ELECTED
WASHINGTON, D.C. (October 22, 2007) - At the 2007 Annual Meeting,
Charles F. Palmer was named Chair of the State Capital Group's
Board of Directors for the 2007-2008 term. Palmer is a member of Georgia
member firm Troutman Sanders LLP, where he focuses his practice
on a wide variety of government related matters and public utilities,
energy and communications law. Last year, he served as Vice Chair
of the State Capital Group. Palmer succeeds William R. "Trip" England,
III from Missouri member firm Brydon, Swearengen & England P.C.
Palmer, who has been with Troutman Sanders LLP since 1986,
is a Partner and Practice Group Leader of the firm's Governmental
Law Group. He serves on the Emory University Board of Visitors, is
a Past Chairman of the Public Affairs Committee, UGA Agricultural
Alumni Association, and member of the Lawyers Club of Atlanta. Palmer
earned his J.D. from Emory University and his B.S. from the University
of Georgia in Athens, Georgia.
Also during the 2007 Annual Meeting, Neftalí Garro, J. Lister
Hubbard, Robert Marks and William Moreau were elected
to the Board of Directors of the State Capital Group. The newly elected
board members will each serve a three-year term. Neftalí Garro is
a partner at Costa Rica member firm BLP Abogados where he specializes
in corporate and commercial transactions, insurance and reinsurance
and international law. J. Lister Hubbard of Alabama member firm Capell
& Howard P.C. practices in the areas of construction law, public
procurement law and environmental law. Robert Marks is an attorney
with Hawaii member firm Price Okamoto Himeno & Lum. He concentrates
his practice in complex litigation, including class action litigation
and appellate work in state and federal courts. William Moreau is
a partner at Indiana member firm Barnes & Thornburg LLP. He
practices in the areas of public policy, governmental services and
finance, and higher education. The new members join current Board
